Philippines Introduces Active Shooter Drills Following Deadly School Shooting

Nationwide School Safety Initiative Aims to Better Prepare Students and Teachers for Emergency Situations

The Philippines has launched its first nationwide active shooter drills in schools following a deadly school shooting in Tacloban City that killed three students and injured 20 others. The new initiative is designed to improve emergency preparedness and strengthen school safety across the country.

New Safety Protocols Introduced

The drills were officially launched during the National Safe Schools Summit at a school in Manila.

During the exercises, students and teachers practiced:

  • Barricading classroom doors
  • Remaining silent during an emergency
  • Following evacuation and lockdown procedures
  • Responding to instructions from authorities
  • Coordinating with emergency responders

Officials said similar drills will be introduced in public schools nationwide.

Response to Rare School Tragedy

The initiative follows the fatal shooting in Tacloban City in June, where two teenage students allegedly opened fire inside a school.

The incident resulted in:

  • Three students killed
  • Twenty people injured
  • Nationwide concern over school security
  • Calls for stronger emergency preparedness
  • A review of existing school safety measures

The tragedy shocked the country, where school shootings are extremely uncommon.

Government Expands School Security Measures

Education Secretary Sonny Angara said schools must adapt to evolving security threats and ensure students and staff know how to respond during emergencies.

The government’s school safety strategy includes:

  • Active shooter response training
  • Emergency preparedness programs
  • Coordination with law enforcement
  • Crisis management planning
  • Enhanced campus security awareness

Officials said the program is intended to improve readiness while protecting students and school personnel.

Educators Support Preparedness but Stress Prevention

Teachers welcomed emergency response training but emphasized that prevention should remain the primary goal.

Education groups have called for:

  • Stronger mental health support
  • Violence prevention programs
  • Better school security
  • Responsible social media awareness
  • Measures addressing the root causes of violence

They stressed that schools should remain safe environments where emergency drills are a precaution rather than a regular necessity.

Gun Safety Remains a Concern

Although the Philippines has strict firearm laws, authorities acknowledged that illegal access to weapons remains a challenge.

Officials are reviewing:

  • Firearm security
  • School safety policies
  • Emergency response procedures
  • Youth violence prevention
  • Coordination between schools and police

The government said improving preparedness is only one part of a broader effort to strengthen school security.
